The mission of Down East Animal Refuge, Inc. (DEAR) is to improve the conditions and health of animals by rescuing strays and feral animals, promoting humane treatment and responsible pet ownership methodically through education and the law, and fostering compassion for all animals.

DEAR is a certified non-profit organization with the State of North Carolina and is registered with the IRS 501(c) (3)  tax-exempt status. DEAR relies totally on donations, grants and fundraisers for operating expenses. Our tax ID will be provided upon request for donation purposes.

Down East Animal Refuge was incorporated in the state of North Carolina in November 2003, and hereafter is referred to as DEAR. The purpose of DEAR is to create a compassionate community, where there are no more stray, abandoned, and neglected animals and where euthanasia is not always necessary. DEAR will provide veterinary services in a depressed socioeconomic region of North Carolina at affordable rates.

The duties of the Board of Directors shall be to:

A. Serve as the advisory body of DEAR
B. Meet a minimum of 4 times during the calendar year to consider any or all
issues or proposals to be brought to the attention of the general membership.
C. Recommend approval or disapproval of matters pertaining to the organization, when such matters are carried by a two-thirds (2/3) majority of the Board members present and voting.
D. Ensure that all minutes of the Board meetings are recorded and maintained by the club’s secretary.
E. Have special Board meetings, which may be called by the President or by written or voice request of fifty-one (51) percent of the Board members.


Current member numbers between 10 and 15. These include all active and non-active volunteer members. DEAR currently holds monthly meetings on the second Thursday of each month, 7:30 p.m. at the Scotland Neck Memorial Library.
